ABOUT THIS PROJECT

Safe Streets in Norfolk

People should feel safe and empowered to travel along Norfolk streets using any mode of transportation, whether they are walking, using a mobility device, riding a bicycle or scooter, on a bus, or driving a car. This Multimodal Transportation Action Plan (MTAP) take a comprehensive approach to a safety plan, by integrating Complete Streets policies and strategies.

As part of the Safe Streets for All (SS4A) program, this project 

will include the following components, outlined by the USDOT:

  • Leadership commitment and goal setting that includes a goal timeline for eliminating roadway fatalities and serious injuries.

  • Planning structure through a committee, task force, or similar group charged with oversight of the Action Plan development, implementation, and monitoring.

  • Safety analysis of the existing conditions and historical trends that provides a baseline level of crashes involving fatalities and serious injuries.

  • Engagement and collaboration with the public and relevant stakeholders, including the private sector and community groups.

  • Equity considerations developed using inclusive and representative processes.

  • Policy and process assessments of the current policies, plans, guidelines, and/or standards to identify opportunities to improve them.

  • Strategy and project selections that identify a set of projects and strategies that will address the safety problems described in the Action Plan.

  • Progress and transparency methods that measure progress over time after the Action Plan is developed.

 Action Plan Goal

The goal of this plan, adopted by City Council in August 2022, is to:

"

Achieve zero roadway fatalities and serious injuries within the City limits and two mile extra jurisdictional limits by the year 2028.

"

Safe Systems Approach Objectives

The US Department of Transportation Safe Systems Approach centers the following objectives, which are incorporated into SS4A projects:

  • Safer People

  • Safer Roads

  • Safer Vehicles

  • Safer Speeds

  • Post Crash Care

What is SS4A?

Each year, more than 40,000 people die on America's roads. These shocking statistics led the Federal Highway Administration (FHWA) to create a new National Roadway Safety Strategy to reach a goal of zero roadway deaths. In support of that strategy, the Bipartisan Infrastructure Law (BIL) established the SS4A program to fund roadway safety projects across the country.

The SS4A program supports the U.S. Department of Transportation's National Roadway Safety Strategy with a goal of zero roadway deaths using a Safe System Approach

Combining the FY22 and FY23 awards, SS4A has provided $1.7 billion in Federal funding to over 1,000 communities in all 50 States and Puerto Rico. SS4A funding awarded to date will improve roadway safety planning for about 70 percent of the nation’s population.

What are
Complete Streets?

Complete Streets are designed to make the multimodal travel safer, more comfortable, more accessible, and more appealing for all users. Complete Streets take an interdisciplinary approach to the planning, design, and operations of public rights-of-way, by considering crossings, sidewalks, bikeways, transit lanes and stops, vehicle travel lanes, streetscape, landscaping, and other street elements.
